Ministry of Finance: Expand the exemption scope of employment security fund for disabled persons from April 1

The Ministry of Finance announced on the 17th that it will adjust the employment security fund collection policy for persons with disabilities starting from April 1, expand the scope of exemption from employment security funds for persons with disabilities, and set an upper limit for the collection standard of employment security funds for persons with disabilities.

The Ministry of Finance recently issued a notice on canceling and adjusting policies related to some government funds to implement the government work report’s commitment to reduce corporate fees by approximately 200 billion yuan this year, reduce corporate burdens, and promote the development of the real economy.

The notice clarifies that the scope of employment security fund exemption for persons with disabilities will be adjusted from small and micro enterprises with a total number of employees of less than 20 (inclusive) within 3 years from the date of industrial and commercial registration to enterprises with a total number of employees of less than 30 (inclusive). After adjusting the scope of exemption, enterprises with industrial and commercial registration for less than 3 years and a total of less than 30 employees (inclusive) can be exempted from the employment security fund for persons with disabilities in accordance with regulations for the remaining period.

In addition, if the annual average salary of the employer's active employees does not exceed 3 times the local average wage (inclusive), the employment security fund for persons with disabilities will be calculated based on the average annual salary of the employer's active employees; if it exceeds more than 3 times the local average salary, the employment security fund for disabled persons will be calculated based on 3 times the local average salary.
