The uses of the Disability Certificate: (1) Disabled persons with no source of livelihood, no ability to work, and no legal caregivers, caregivers or caregivers should be given full subsidies according to the local urban and rural minimum living security standards; for disabled households with a certain income, differential subsidies should be given according to the local urban and rural minimum living security standards.   (2) Reduce or exempt rural disabled people from voluntary work, public welfare activities and other social burdens; for disabled people who are unable to work, they are exempted from various administrative fees and fund-raising fees; for disabled people who have no working ability, no source of livelihood, and no legal caregivers, priority should be placed in nursing homes (nursing homes, welfare homes).   (3) Priority is given to children with disabilities and disabled children and teenagers to enroll in nearby daycare; during the compulsory education stage, schools will enroll disabled children, teenagers and children of disabled people who enjoy the minimum living security standard, and they will be exempted from tuition and miscellaneous fees with the certificate of the local Disabled Persons' Federation at the township or street level; for disabled people and children of disabled people who go to school outside the district, county (city) and have real financial difficulties, the township, street, or sub-district level will be implemented. Daohe and economically qualified community neighborhood committees and village levels subsidize living expenses and transportation expenses, and districts, counties (cities) subsidize study expenses; disabled students in vocational high schools and technical schools who have obtained a technical secondary school degree or above (including technical secondary school) and are rated as three good students (including school level, district level, and city level) will be reviewed by the district, county (city) Disabled Persons' Federation, and a one-time subsidy will be given in accordance with relevant regulations. The funds will be included in the employment security fund at the same level.   (4) Government agencies, groups, institutions and various enterprises at or above the township and sub-district levels shall place disabled people with certain working ability into employment at a ratio of 1.5% of the unit’s current employees. When recruiting and recruiting workers, they will be given priority in employment and will be given care in terms of work and type of work, and equal pay for equal work shall be implemented. During the restructuring process, enterprises and institutions must try their best to avoid the layoff of disabled employees in accordance with relevant national and provincial regulations. If disabled employees are indeed unemployed due to enterprise bankruptcy, etc., the enterprise must give priority to properly arranging the lives of unemployed disabled employees before going bankrupt.   (5) Disabled persons who lease or contract cultivated land or mountainous land for development and production or lease and contract economic forests, agricultural product production and processing bases, towns and villages will be given preferential treatment in leasing and contracting fees. For disabled people who apply to engage in self-employed industry and commerce, the industrial and commercial, environmental protection, health and other departments will give priority to the issuance of relevant business licenses within the prescribed time limit, and reduce 50% of registration fees, training fees and certification fees; for self-employed business owners with disabilities who have operating difficulties or losses, upon personal application and verification by the industry and commerce department, individual business management fees, market management fees and other related fees will be reduced or exempted. Townships, streets, and relevant units will provide facilities, stalls, stalls, etc. for disabled people engaged in self-employment. Disabled persons engaging in business activities that comply with national, provincial, and municipal tax reduction and exemption laws, regulations, and policies will be fully or partially exempted from relevant taxes and fees upon personal application and approval by the tax department. Disabled persons who rent public housing directly managed by the housing management department to engage in self-employment are exempted from paying 50% of the business rent. (6) Disabled persons with disability certificates can enter public venues such as museums, memorial halls, parks, temples, etc. under the municipal government for free; on National Disabled Aid Day (the third Sunday in May), International Day of the Deaf (the fourth Sunday in September), International Day of the Blind (October 15), and International Day of Disabled Persons (December 3), they can enter theaters for free, with half the normal fee; sports venues, gymnasiums, swimming pools (halls) and other sports facilities are open to disabled people at discounted rates.   (7) Disabled persons who seek medical treatment at hospitals (health centers) at or above towns (including townships) with their disability certificates are exempted from registration and injection fees (excluding one-time material fees), and four priorities are implemented for registration, payment, testing, and medicine collection. For extremely poor disabled people whose living standards are at or below the minimum living standard in urban and rural areas, for emergency treatment and hospitalization in hospitals at or above the county level (excluding provincial levels), with certificates from the Disabled Persons' Federation at or above the local township or street level, a 30% reduction in bed fees, nursing fees and surgical fees will be provided; they will not enjoy employment benefits. Disabled persons who are covered by workers' basic medical insurance and have real difficulties in living can receive cataract restoration, polio surgery and other rehabilitation medical treatment. The expenses shall be applied by the individual, certified by the township and street Disabled Persons' Federation, and reviewed by the district and county (city) Disabled Persons' Federation, and shall be subsidized as appropriate from the district, county (city) rehabilitation funds for that year.   (8) Blind people can ride urban and county (city) buses for free with their disability certificates (with special bus passes in Hangzhou city); disabled people can take trains, ships, and airplanes with their disability certificates and have priority to purchase bus (ship, plane) tickets with their disability certificates, and carry necessary assistive devices with them for free. Public parking lots and roads with disability certificates are exempt from parking fees and road tolls for special vehicles for disabled people, and special vehicles for disabled people are exempt from road maintenance fees. The postal department delivers books and mail for the blind free of charge.   (9) Disabled persons can use public toilets free of charge with their disability certificates.   (10) For families with disabilities who install dedicated cable TV lines, piped gas, etc., if the installation location they apply for is consistent with their registered residence, the installation unit will be exempted from 50% of the installation fee and piped gas account opening fee with the certificate issued by the Disabled Persons' Federation at the township or street level.   (11) If the household registration of the spouse and children of urban disabled persons is in rural areas, and their children under the age of 18 change from rural to non-agriculture, the public security department will give priority to the registration process.   (12) Prioritize the provision of legal services and legal aid to persons with disabilities in accordance with relevant legal aid regulations. Provide free legal consultation and write legal documents for disabled people. For disabled people who already enjoy the minimum living security, if certified by the district, county (city) Disabled Persons' Federation, their agency fees, notarization fees and other fees will be exempted; law enforcement departments should give priority to accepting applications and appeals from disabled people to protect the legitimate rights and interests of disabled people from infringement.   (13) When disabled people participate in culture, art, sports, vocational skills training, performances, and competitions organized by the people's government at or above the county level or relevant departments, their units will pay them wages as usual, and their welfare benefits will remain unchanged; for disabled people without a fixed income, the organizers will provide subsidies.
